1. आप एक नगर आयुक्त हैं। आपके नगर में एक प्रतिष्ठित महाविद्यालय स्थित है, जिसमें छात्राओं की संख्या काफी अधिक है। इस महाविद्यालय में शौचालय/प्रसाधन की स्थिति अत्यंत दयनीय है, जिससे आये दिन छात्राओं को मानसिक, शारीरिक एवं स्वच्छता सम्बन्धी समस्याओं का सामना करना पड़ता है। महाविद्यालय प्रशासन छात्राओं की इस बुनियादी सुविधाओं पर कोई ध्यान नहीं दे रहा है। एक नगर आयुक्त के रूप में आप छात्राओं की इस बुनियादी सुविधाओं के सुधार के लिए तथा महाविद्यालय प्रशासन की उदासीनता के विरुद्ध क्या कदम उठाएँगे?

You are a city commissioner. There is a reputed college in your city, which has the maximum number of girl students. The condition of the toilets/washrooms in this college is very poor and pathetic due to which the girl students have to face many mental, physical and hygiene-related problems every day. The college administration is not paying any attention to these basic facilities of the girl students. As a city commissioner, what steps will you take to improve this basic facility of the girl students and against the indifference of the college administration? (12 Marks, 200 Words)

“An environmental movement led by youths gained popularity through social media, rallies and collaboration with influencers and scientists. With time the movement gained public support and led the government to propose changes in the policy.” What will be your stand to cope with the situation as a civil servant? (12 Marks, 200 Words)

1. राजीव एक आदर्शवादी है। उसका विश्वास है कि “मानवता की सेवा ईश्वर की सेवा है।” एक दिन वह सरकारी नौकरी के लिए साक्षात्कार देने जा रहा था। उसने सड़क पर एक व्यक्ति को गम्भीर रूप से घायल अवस्था में पड़े देखा जो सहायता मांग रहा था। कोई सहायता के लिए सामने नहीं आया । राजीव घायल व्यक्ति को अस्पताल ले गया और उसके जीवन की रक्षा की। लेकिन इस कारण उसने सरकारी नौकरी प्राप्त करने के अवसर को खो दिया । उपर्युक्त परिस्थिति के प्रकाश में राजीव के निर्णय पर टिप्पणी कीजिए ।                 

Rajeev is an idealist. He believes that, “Service to humanity is service to God”. One day he was going for an interview for government Job. He saw a severely injured person lying on the road who was asking for help. No one came forward to help. Rajeev took the injured person to the hospital and saved his life. But due to this reason, he lost the opportunity to get a government Job. Comment on Rajeev’s decision in the light of above circumstance. (12 Marks, 200 Words)

1. भीड़ एक अस्थाई समूह होता है जो दुर्घटना या विरोध या प्रदर्शन की स्थिति में तत्काल एक स्थान पर एकत्र हो जाता है। इस भीड़ के हिंसात्मक होने की संभावना हमेशा बनी रहती है। बहुत बार यह भीड़ अनावश्यक हिंसा की स्थिति पैदा कर देती है। किसी अनुनयात्मक विधि से भीड़ को नियंत्रित और संतुष्ट किया जा सकता है? व्याख्या कीजिए।

Crowd is a temporary group which immediately collect at one place in situation of accident or protest or demonstration. Probability of this crowd becoming violent is always possible. Many times this crowd creates unnecessary situation of violence. Through which persuation method the crowd may be controlled and satisfied? Explain. (12 Marks, 200 Words)

2. संजीव एक आदर्शवादी है। उसका विश्वास है कि “सत्य सर्वश्रेष्ठ सद्गुण हैं तथा सत्य से कभी समझौता नहीं करना चाहिए ” एक दिन उसने डंडा तथा पत्थर हाथ में लिए लोगों की भीड़ से भागते हुए एक व्यक्ति को देखा। वह उसे एक विशेष स्थान पर छुपते हुए भी देख लेता है। भीड़ ने संजीव से पूछा क्या उसमें चोर को देखा है ? संजीव ने सच सच बता दिया और उस जगह की ओर इशारा कर दिया जहां उसे छुपते हुए देखा था। भीड़ उस व्यक्ति को पकड़ लेती है और मरने तक पीटती रहती है। उपर्युक्त परिस्थिति के प्रकाश में संजीव के आचरण पर टिप्पणी कीजिए।

Sanjeev is an idealist. He believes that “truth is the greatest virtue and should never be compromised”.  One day he witnessed a person running away from a mob equipped with sticks and stones. He watches him hiding in a particular spot. The mob asked Sanjeev whether he saw the thief. Sanjeev tells the truth pointing towards the spot where he saw the person hiding. The mob gets hold of the person and beats him till death. In light of the above circumstances, comment on the conduct of Sanjeev. (12 Marks, 200 Words)

1. दुग्ध व्यवसायियों के संगठन द्वारा एक शांतिपूर्ण धरना दिया  जा रहा था। पुलिस अधीक्षक पुलिस कर्मियों को निर्देशित करते हैं की संगठन को किसी प्रकार की हिंसा ना करने दें। पुन: वे कहते हैं की यदि आवश्यकता हो, तो उन्हें ‘उन्हें पाठ पढ़ा’ दें। एक तैनात पुलिस कर्मी धरना देने वाले एक व्यक्ति से बेहेस करता है और उसकी पिटाई कर देता है। कारण पूछे जाने पर वह कहता है कि उसे पुलिस अधीक्षक ने पाठ पढ़ाने के लिए कहा था। उपर्युक्त प्रकरण के परिप्रेक्ष्य में पुलिस अधीक्षक और पुलिस कर्मी के नैतिक आचरण पर अपनी टिप्पणी लिखिए।

A peaceful protest was being carried out by a group of milk traders. The Superintendent of Police instructs the Police Officials to prevent the group from committing any type of violence. He, however tells them to ‘teach them a lesson’, if situation warrants. A police official on duty indulges into an argument with a protestor and beats him up. When inquired about his action, he says that he was told to teach them a lesson by the Superintendent of Police. Give your comment on ethical behaviour of both the Superintendent of Police and the Police official in the light of above mentioned incident. (08 Marks, 125 Words)

2. राम मूर्ति एक सरकारी कर्मचारी हैं तथा अपने वृद्ध माता-पिता के साथ इंदौर में रहते हैं। एक दिन भ्रमण के दौरान 11 वर्ष के एक अनाथ बालक से उनकी मुलाकात हो जाती है। वह दयनीय स्थिति में एक बेघर बालक था, जिसकी देखभाल करने वाला कोई नहीं था। राम मूर्ति उस बालक को अपने घर ले आते हैं और प्रस्ताव रखते हैं की यदि वह राम मूर्ति के वृद्ध माता-पिता की देखभाल करेगा, तो वे उसकी आवश्यकतानुसार दैनिक मजदूरी देंगे तथा शिक्षा की भी व्यवस्था करेंगे। नैतिक दृष्टिकोण से राम मूर्ति के आचरण का मूल्यांकन कीजिए।

Ram Murti is a government servant and lives with his old aged parents in Indore. One day during a field-visit he meets a 11 year old orphan boy. He was in a miserable condition and homeless, with no one to take care of him. Ram Murti brings the boy to home and proposes him that if he takes care of his aged parents, he will give hime daily wage according to his needs and will arrange for his education too. Evaluate Ram Murti is conduct from ethical perspective. (12 Marks, 200 Words)

3. राजीव एक प्रवासी श्रमिक था। एक दिन जब वह साइकिल से रोड पर जा रहा था, तो एक कार ने उसकी साइकिल को धक्का मार दिया। राजीव ने कार चालक को कार से बाहर खींचकर निकाला और गालियां देने लगा। कार चालक ने एक छुरा निकाला तथा छुरे से उस पर तीन-चार बार वार कर वहाँ से भाग गया। तमाशबीनों ने राजीव को अस्पताल पहुँचाने में देर करने तथा अत्यधिक रक्तस्राव के कारण उसकी मृत्यु हो गई। यदि राजीव के स्थान पर आप होते तो, कार चालक की  इस गैर-जिम्मेदार ड्राइविंग के प्रति आप क्या करते? इस प्रकार की सड़क दुर्घटनाओं तथा दुर्घटना पीड़ितों के प्रति लोग बहुधा उदासीन या निष्क्रिय अभिवृत्ति का प्रदर्शन करते हैं। इसके कारणों की विवेचना कीजिए तथा इसके निवारण हेतु उपायों को सुझाइए।

Rajeev was a migrant labour. One day when he was going on the road by his bicycle, a car pushed his bicycle. Rajeeb dragged the driver out of car and began abusing him. The car driver took out a knife and after stabbing him three-four times he fled away from the spot. Onlookers delayed rush Rajeev to hospital and due to excessive bleeding , he died. If you were in place of Rajeev, what would you have done for driver’s irresponsible driving? Often people show indifferent or passive attitude towards such road accidents and accident victims. Discuss its causes and suggest the remedies. (12 Marks, 200 Words)

1. एक कर्मचारी अपने कार्यालय में रिश्वत ले रहा था। उसके अधिकारी ने उसे रंगे हाथों पकड़ लिया। अधिकारी जानता है कि यदि उसे नौकरी से बर्खास्त कर दिया जाता है, तो उसके वृद्ध माता-पिता बेघर व बेसहारा हो जाएंगे इसलिए अधिकारी ने उसे चेतावनी देकर छोड़ दिया। कल्पना कीजिए कि आप वही अधिकारी है। इन स्थितियों में आप क्या करेंगे? विस्तृत चर्चा करिये।

An employee was taking a bribe in his office. His officer caught him red-handed. The officer knows that if he is dismissed from his job, his old parents will become homeless and destitute. Therefore, the officer left him with a warning only. Imagine that you are the same officer. What will you do in these situations? Discuss in detail. (08 Marks, 125 Words)

2. आप एक लोक सेवक हैं, जो ऐसे प्रदेश में तैनात हैं जहाँ अभी-अभी चुनाव सम्पन्न हुए हैं। नवनिर्वाचितमुख्यमंत्री के चुनाव घोषणा-पत्र में शराब-बंदी प्रमुख वादा था। इस वादे को पूरा करने के लिए मुख्यमंत्री ने प्रदेश में शराब की खरीद एवं बिक्री पर पूर्णतः प्रतिबंध लगा दिया। क्या सरकार को इस मामले में दखल देना चाहिए जो ज्यादातर के द्वारा व्यक्तिगत पसंद/इच्छा का मामला माना जाता हो ? तर्कसंगत रूप से समीक्षा कीजिए।

You are a civil servant posted in State where elections were held recently. To ban the sale of alcohol was the main promise in the election manifesto of newly elected Chief Minister. To fulfil this promise, Chief Minister has ordered a total ban on sale and purchase of the alcohol in the State. Whether the government should interfere in the matter which is considered by many to be a matter of personal choice ? Comment logically. (12 Marks, 200 Words)

3. देवानन्द, पेशन विभाग में अनसचिव के रूप में कार्य करते हैं। एक दिन उसके मित्र गुरुदत्त जो स्टेट बैंक ऑफइण्डिया में एक पी.ओ. है, निम्न घटना का जिक्र करते हैं :

i. पिछले दो वर्षों से सेवानिवृत्त सरकारी कर्मचारी श्री अशोक कुमार अपनी मासिक पेंशन का 30% श्रीमती _ बिन्दू चोपड़ा को चेक के माध्यम से हर महीने भुगतान कर रहे हैं।

ii. मैने पाया कि श्रीमती चोपड़ा पेंशन कार्यालय में आपके अधीन कार्य कर रहे अनुभाग अधिकारी श्री प्रेम चोपड़ा की पत्नी हैं।

मुझे इसमें संशय लग रहा है कि हो सकता है, यह घूस सम्बन्धी घोटाला हो, जिसमें एक वरिष्ठ नागरिक को प्रेम चोपड़ा से पेंशन सम्बन्धी फाइल का निपटारा करने के लिए घूस देने के लिए बाध्य किया जा रहा हो और पत्नी के खाते में घूस जमा करने को विवश किया जा रहा हो।

देवानन्द, श्री अशोक कुमार के घर जाते हैं और पाते हैं कि वे अल्जाइमर के रोग से ग्रस्त है और सुसंगत उत्तर देने में अक्षम है। निराश देवानन्द सीधे प्रेम चोपड़ा से ही पूछताछ करने लगते हैं। प्रेम चोपड़ा बताते हैं, “श्री अशोक कुमार उसके पिता के मित्र हैं। उनकी न तो कोई संतान है और न ही रिश्तेदार, मेरी पत्नी बिंदू लम्बे समय से उनकी देखभाल पुत्री की तरह कर रही हैं। इसलिए श्री अशोक कुमार शुभेच्छा से हमें धन प्रदान कर रहे हैं, जिससे कि हम अपने पुत्र को कोटा (राजस्थान) में आई.आई.टी. की महंगी कोचिंग करा रहे हैं। यह वैयक्तिक पारिवारिक मामला है और इससे आपका (देवानन्द) कोई लेना देना नहीं है”।

आप क्या सोचते हैं कि देवानन्द ने भयंकर गलती की या वे अपने नैतिक कर्तव्य का निर्वहन कर रहे हैं ? तर्कपूर्ण उत्तर दीजिए।

Dev Anand is working as under secretary in the Pension Department. One day, his friend Guru Dutta, an S.B.I. P.O. narrates the following incident:

(i). For last two years, a retired government employee Mr. Ashok Kumar is giving 30% of his monthly pension to Mrs. Bindu Chopra every month through a cheque.

(ii). I found that Mrs. Chopra happens to be the wife of Mr. Prem Chopra, a Section Officer in the pension office under you.

I feel something is fishy-may be this is part of a bribe scam, where a senior citizen  is forced to pay money to clear his pension files from Prem Chopra and to submit bribes in his wife’s account.

Dev Anand visits Mr. Ashok Kumar’s home and finds that he is suffering from Alzheimer’s disease unable to give coherent answers. Frustrated Dev Anand directly questions Prem Chopra. But Prem Chopra says, “Mr. Ashok Kumar was a friend of my father. He has no relatives and children and my wife Bindu has been taking care of him like a daughter since a long time. Therefore Mr. Ashok Kumar gives us money out of goodwill and so we can send our son to an expensive LI.T. coaching at Kota, Rajasthan. Besides, this is a personal family matter and none of your damn business”.

Do you think that Deva Anand has made a blunder or is he merely performing an ethical duty ? Answer logically. (12 Marks, 200 Words)

1. आप एक ईमानदार तथा उत्तरदायी सिविल सेवक हैं । आप प्राय: निम्नलिखित को प्रेक्षित करते है :

(a) एक सामान्य धारणा है कि नैतिक आचरण का पालन करने से स्वयं को भी कठिनाई का सामना करना पड़ सकता है और परिवार के लिए भी समस्या पैदा हो सकती है, जबकि अनुचित आचरण जीविका लक्ष्यों तक पहुँचने में सहायक हो सकता है।

(b) जब अनुचित साधनों को अपनाने वालों की संख्या बढ़ी होती है, तो नैतिक साधन अपनाने  वाले अल्पसंख्यक लोगों से कोई फर्क नहीं पड़ता।

उपर्युक्त कथनों की उनके गुण-दोषों सहित जाँच कीजिए।

You are an honest and responsible civil servant. You often observe the following:

(a). There is a general perception that adhering to ethical conduct may  face difficulties to yourself and cause problem for the family, whereas  unfair practices may help to reach the career goals.

(b). When the number of people adopting unfair means is large, a small  minority having a preference towards ethical means make no difference.

2. आप एक पी.सी.एस. अधिकारी बनने की कोशिश कर रहे हैं और विभिन्न चरणों को पार कर व्यक्तिगत साक्षात्कार हेतु अर्ह हो गए हैं । साक्षात्कार हेतु जाते समय रास्ते में आपने देखा कि एक बुजुर्ग व्यक्ति अपनी पोती के साथ कहीं जा रहा है । अचानक उसे आपके सामने दिल का दौरा पड़ता है और बुजुर्ग की पोती आपसे सहायता की पुकार करती हैं। ऐसी दशा में आप क्या करेंगे? विस्तृत चर्चा करें।

You are trying to become a P.C.S. officer and after clearing various stages now you are eligible for the personal interview. While going to appear the Interview, you saw that an elderly man is going somewhere with his grand daughter. Suddenly he gets a heart attack in front of you. The grand-daughter of elderly man comes pleading for your help. What will you do ? Discuss in detail. (12 Marks, 200 Words)

3. मीनू सदैव अपनी सहेलियों को यह बताती रहती है कि उसे समाज–सेवा से बहुत लगाव है । उसकी सहेलियों ने पाया कि वह किसी भी समाज कल्याण क्रियाकलापों में सहभागिता नहीं करती । उसकी एक सहेली के पिता एक गैर सरकारी संगठन (एन.जी.ओ.) से सम्बद्ध हैं तथा वाह, समाज के गरीब वर्गों के लिए निस्तर समाज कल्याण-क्रियाकलाप जैसे मुफ्त कपड़े एवं दवाइयों का वितरण आयोजित करते रहते हैं । मीनू की सहेली ने कई बार एन.जी.ओ. के लिए समय देने के लिए कहा पर मीनू ने इसमें कोई रुचि नहीं दिखाई।

मीनू के व्यवहार के लिए क्या सम्भावित स्पष्टीकरण दिए जा सकते हैं। मनोवैज्ञानिक तौर पर औचित्य सिद्ध कीजिए।

Meenu keeps telling her friends that she is fond of social service. Her friends notice that she, however, does not participate in any social welfare activities. One of her friends’s father is associated with a Non-Government Organisation (NGO) and he frequently organises social welfare activities such as free distribution of clothes and medicines to the poor segments of the society. Meenu’s friend asked her many times to contribute some time for the NGO but Meenu showed no interest.

What probable explanations can be given for Meenu’s conduct? Justify psychologically. (12 Marks, 200 Words)

1. अभी हाल ही में आपने एक सरकारी संगठन के अध्यक्ष के रूप में कार्यभार ग्रहण किया है। अपने कार्यालय में पहले ही दिन आप पाते हैं कि संगठन में कई अनियमिततायें विद्यमान हैं, जैसे:

1. स्टाफ समय का पाबंद नहीं है।
2. स्टाफ व्यर्थ बातचीत में अपना समय नष्ट करता है।
3. जन शिकायतों पर कोई त्वरित कार्रवाई नहीं होती हैं।
4. संगठन में सभी स्तरों पर भ्रष्टाचार व्याप्त है।
5. संगठन द्वारा प्रदान की जाने वाली सेवाओं की गुणवत्ता निम्न स्तर की है।

आप अपने स्टाफ को किस प्रकार से प्रेरित करेंगे जिससे संगठन की उपर्युक्त कमियों का निदान हो जाय? विवेचना कीजिये।

Recently you have taken charge as the head of a government organisation. On the very first day in your office, you observe that the organisation is crippled with many irregularities such as:

1. The staff is not punctual.
2. The staff waste their time in unnecessary talks.
3. Speedy action is not taken on public grievances.
4. There is rampant corruption at every level in the organisation.
5. The quality of the services provided by the organisation is very poor.

How would you inspire your staff so that the above deficiencies of the organisation get removed? Discuss. (08 Marks, 125 Words)

2. निशांत सामाजिक रूप से संवेदनशील, समाजवादी विचार के बुद्धिजीवी एवं प्रोफेसर हैं। वें अपने लेखों, भाषणों और मीडिया के माध्यम से मजदूरों, अल्पसंख्यकों, दलितों, महिलाओं एवं जनजातियों के स्वर को मुखरित करते हैं। एक पार्टी भी उन्हें अपने थिकं टैंक में रखे हुये है। इसी क्रम में वे आह्वान करते है कि सम्माट जनों, प्रबुद्धों, राजनीतिज्ञों एवं अधिकारि यों को अपने बच्चों को सरकारी स्कूलों में प्रवेश दिलाना चाहिये। प्रवेश के महीनों में अभि जात्य स्कूलों के मापदण्डों पर बहस होती है और उसकी शिक्षा के हित में आलोचना भी होती है, जिसमें निशांत भी सम्मिलित रहते हैं; किन्तु पता चलता है कि वे स्वयं अपने बच्चे को एक अभिजात्य स्कूल में प्रवेश दिलाने हेतु प्रयासरत हैं। अतः उनके इस कृत्य को आलोचना भी होती है। कहा जाता है कि वे करते कुछ है और कहते कुछ है।

अतः प्रश्न हैं:

1. क्या निशांत को भी अपने बच्चे को सरकारी स्कूल में प्रवेश दिला देना चाहिये?
2. क्या निशांत को बौद्धि क विमर्श त्याग देना चाहिये?
3. क्या उन्हें अपने पार्टी के लोगों को अपने समर्थन में खड़ा करना चाहिये?
4. या अपने बच्चे का प्रवेश अभिजात्य स्कूल में करा देना चाहिये। विवेचना कीजिये।

Nishanth is socially sensitive, socialist, intellectual and professor. Through his articles, speeches and media, he raises the voice of labourers, minorities, downtroddens, women and tribals. A party keeps him in its think tank. In this sequence once he calls the members of civil society, intellectuals, politicians and officers to get their children in the government schools. In the season of admissions, the elite schools are highly criticised for their criteria and its impact on education and Nishant also joins in this criticisms; meanwhile it comes out that Nishant himself is trying to get his child admitted in an Elite School. People condemn this attitude of Nishant and say that his ‘action and words are mismatched’.

Question therefore is:

1. Should Nishant get his child admitted in the government school?
2. Should Nishanth leave his intellectual discourse?
3. Should he called his party followers in his favour?

3. एक जन सूचना अधिकारी को ‘सूचना का अधिकार (आरटीआई) अधिनियम’ के अंतर्गत एक आवेदन मिलता है। आवांछित सूचना एकत्र करने के बाद उसे पता चलता है कि वीएच सूचना स्वयम उसी के द्वारा लिए गए कुछ निर्णयों से संबन्धित है ,जो पूर्ण रूप से सही नही थे ।

इन निर्णयों मे आँय कर्मचारी भी सहभागी थे । सूचना प्रकट होने पर स्वयम उसके तथा अन्य सहयोगियों के विरुद्ध अनुशासनात्मक कार्यवाई हो सकती है ,जिसमे दण्ड भी संभावित है । सूचना प्रकट न करने पर या आंशिक सूचना उपलब्ध कराने पर कम दण्ड या दण्ड मुक्ति भी मिल सकती है ।

जनसूचना अधिकारी एक ईमानदार एवं कर्तव्यनिष्ठ व्यक्ति है ,परंतु जिस विशिष्ट निर्णय ,जिसके संबंध मे आर टी आई मे आवेदन किया गया है ,वह गलत निर्णय है । वीएच अधिकारी आपके पास आता है । ऐसी स्थिति मे आप उसे क्या सलाह देंगे ? तर्कपूर्ण ढंग से व्याख्या कीजिये ।

Public Information Officer has received and application under ‘Right to Information (RTI) Act’. After gathering the required information, he finds that the information pertaining to some of the decisions taken by him, which were not totally correct.

Some other employees were also a party to these decisions. Disclosure of the information may lead towards disciplinary action against him and his other colleagues including probable punishment. Non – disclosure of information or partial disclosure of information may result to less or no punishment.

The Public Information Officer is an honest and conscientious person but the particular decision regarding which an application under the RTI Act was lodged was a wrong decision.
